Effect Description:
The wielder with the permission of another character inside a nation and that nation may, as long as both of these nations are within 10 plus diplomacy distance negating this portal, have a portal summoned in both capitals with the upkeep being 1 per 20 tiles → This wielder may create a portal that links from their capital to another capital of a willing nation.
This portal may be a maximum distance away equal to the diplomacy range of the wielder + 10 hexes.
The upkeep of this portal is 1 MP per 20 hexes.
If this upkeep is not paid, or the artifact is lost/stolen, the portal disappears and may not be remade between the same two nations that age.
